Why would i get many compile and link errors after i convert the new USB stack over to 
the old Config.in scheme? Does you mean the new USB stack source codes is not 
compatible with the old linux kernel(2.4.20)? Could you have any other way to compile 
the new USB stack based the old linux kernel tree? Thanks a lot again!

There is no way to do it.  Even if you managed to convert the new USB 
stack over to the old Config.in scheme, you would get many compile and 
link errors.
