They should not be the same.  3 of your controllers are USB 1.1 whereas 
the fourth is USB 2.0.

I don't know how many USB ports your notebook has, but probably they are 
divided equally among the first three controllers and all of the ports are 
connected to the fourth controller.

What do you get when you do:

        cat /proc/bus/usb/devices

To turn on USB verbose debugging you need to configure and build a kernel.
The USB verbose debugging switch is the first option in the configuration
script after the option for USB support.
