USB 2.0 uses a different host controller driver, but it's
already in the kernel, so you may need to modprobe it,
or it may be loaded automatically for you...
The USB hard drive likely works with a USB 1.1 or USB 2.0
controller, just at different speeds. As long as it is
USB mass storage spec compliant, the usb-storage driver
will work with it.

http://www.qbik.ch/usb/devices/
for known working USB controllers and/or hard drives.
