Funny. I would have used -ll-. Let me see. - My Webster has -ll- and does not recognize -l-. - Cambridge Advanced Learner's dictionary has only -ll- - Merriam-Webster online says that -l- is a variant of -ll- - American Heritage says the same - Encarta says -l-: see -ll- - Webster 1828 has only -l- This quick test seems to show a strong preference for -ll- Let us ask Google. -ll-: about 22,100,000 -l-: about 205,000 and the question "did you mean cancellation?" (And what about the technical USB context? Again Google: -ll- + usb: about 251,000 -l- + usb: about 667.) So, I will not contradict your statement that "cancelation" is correct, but it certainly looks like "cancellation" is preferred, and that is also what the USB specs talk about.
