This one goes away if I turn off acpi on kernel command line. (acpi=off). So 
it is definitely an ACPI issue.

Most likely the original issue of usb-storage hang might also be related to 
ACPI as Dave Brownell pointed to an ACPI error message in logs when that 
happned. ( [   38.927690] ACPI: PCI Interrupt 0000:00:02.0[P]: no GSI - using 
IRQ 11])

I have filed a bug to cover both issues at bugzilla.kernel.org(#4711)
