Ah, Interesting. Is this the 120V North American model? If so, this is
the first report I've heard of the control queue full error with a
non-European version of the BackUPS CS. That would be a good thing
because it means I could actually get my hands on one of these and
hopefully reproduce the problem myself.

The next time he notices the "control queue full" error, could you ask
him to run 'apcaccess status'? I think he'll find apcupsd is hung.
