The user cannot easily kill a root owned process only their own. And if
you are trying to stop the device owner from accessing their own
hardware then I hope you have good lawyers.

It's hard to give any advice with such little info - the threat model is
critical to this, whether it is something like POS and disabling
unauthorised devices on a cash till, whether it is virtualisation or
even security devices.
