Believe me, people have been checking the code for years.  All problems
with known causes have been fixed.  (Although not all the fixes are in 
2.6.15, since some were made after that kernel version was released.)

It would help if you provided more detailed information about your 
problem.  For example, try turning on CONFIG_USB_DEBUG in the 
configuration and send your dmesg log showing what goes wrong during boot.  
Also try your experiment of unplugging the device and re-plugging it in a 
different port, and include all that in the log.
