I have applied your patch to a clean pci-quirks.c source file. It
booted OK on my Sapphire motherboard.

These printouts are generated:
 
0000:00:13.2 EHCI: BIOS handoff
0000:00:13.2 EHCI: BIOS handoff failed (BIOS bug ?) 01010001

(after the 5-second waiting loop). USB works OK.
