Hotplug scripts for the past several kernels been able to directly
match modules using "modprobe $MODALIAS".

You should track down what the real problem was; usbmodules is obsolete.
If there's a hotplug issue to resolve (like maybe userspace workarounds
or hardware-specific setup in userspace) make sure it's addressed in the
context of the udev frameworks...
