Well, I did notice a patch to drivers/usb/host/pci-quirks.c in the approximate timeframe. http://www.kernel.org/git/gitweb.cgi?p=linux/kernel/git/torvalds/linux-2.6.git;a=commit;h=8c450802a3abf0e8a45238fcb7d22ed9d6f191ce I tried reverting it, and it did appear to work for a while (I was able to plug my hub in and use my mouse through it). However, my computer locked up last night and now the problem seems to occur on all kernels, even the exact boot image of -rc4 that was previously working.
