This has nothing to do with the power budgeting change. More likely it is a hardware incompatibility; the EHCI controller on the laptop does not like the device. Putting a Belkin hub in between forced the device to run at full speed instead of high speed, so the UHCI controller was used instead -- then it worked okay. I don't know why it worked okay when it was plugged in at boot time. The only way to get more insight is for the user to build a kernel with CONFIG_USB_DEBUG turned on and to provide the dmesg log showing how the device fails to work.
