I was more concerned with having the C source file included than
with updating the existing docs. Without a one-line addition to
the usb.tmpl file, this patch is _discarding_ docs (i.e. that's
a bug, usb.pdf/html/... outputs have lost important information)
describing the functions you moved.

At this point it just needs a bit of tending.  I don't think that
anything has changed enough to matter hugely, other than the
accidental removal of lots of stuff from kerneldoc output.
