Unit tested, not /sys/power/state integration tested.   As I'd
expect; there are a _lot_ of configurations that need testing.

I'm thinking that I won't have time to test any of this soon, so the
notion comes up that getting many "safe" bits into the next set of
pages that get merged (in a few weeks?) would be good.
