The problem is that the HP Deskjet 3940 only understands "Lightweight Imaging Device Interface Language". So cat'ing a text file into its port is not a proper way to make it print anything useful. This has nothing to do with USB, however. The USB part seems to be working fine as the Deskjet 840C prints correctly. Check http://www.linuxprinting.org for more info.
