What you describe is what happened to me when I just plugged the modem 
into my Debian sid machine.

When I loaded the usbserial module in this way:

modprobe usbserial vendor=0x16d5 product=0x6501

I was able to use the modem. However, after a disconnect, I have to 
power off the modem, and unload and reload the usbserial and anydata 
modules.
