No, it isn't.  The reason you're a MontaVista customer is because you've
committed to them as your support source ... the stock 2.4.20 kernel is
ancient, but I know that it doesn't include a "usb_new" directory either. 

If you want Linux community support, I suggest you start by upgrading
to the Linux 2.6.18 kernel and seeing if that works better.
