It's being worked on now; called "autosuspend".  If you're a hardware
guy, maybe you can help by providing measurements of how much system
power is being saved ... most of us are software guys, although in a
few cases we'd appreciate a few logic analysers to help sort out some
software issues.  :)

Clearly for devices that are pure slaves (e.g. mass storage) there's nothing
very complicated involved ... once all the device's interface drivers are
suspended, the USB link itself can suspend.  The tricky bits come when
active devices -- like active network adapters, mice, keyboards -- need
USB remote wakeup to force links out of the USB suspend state.
