It's being worked on now; called "autosuspend". If you're a hardware guy, maybe you can help by providing measurements of how much system power is being saved ... most of us are software guys, although in a few cases we'd appreciate a few logic analysers to help sort out some software issues. :) Clearly for devices that are pure slaves (e.g. mass storage) there's nothing very complicated involved ... once all the device's interface drivers are suspended, the USB link itself can suspend.
