In this case, early-userspace is an initrd image.  So you would have to 
put a customized blacklist loader into each initrd.  Not impossible, but 
certainly troublesome.

There are other problems with trying to keep the blacklist in userspace.  
Oliver can tell you more about them; we had a discussion about this some 
time ago.
