I am not sure what you mean as "devices that have serial numbers?" Currently devices are assigned serial numbers ttyUSB%d on first come, first assigned basis (see get_free_serial function). So, if you plug 2 devices in different order, they will get different assignment. However, I think that if you only have one device at a time, it should get consistent assignment ttyUSB0.
