On second though, I know at least part of what's wrong here. Try:

BUS=="usb", SYSFS{idVendor}=="12d1", SYSFS{idProduct}=="1003",
SYSFS{bNumInterfaces}=="1", RUN+="/usr/local/bin/huaweiAktBbo-i386.out"

udev changed the 'match' statements to use the more intuitive == instead of =.
