It's possible that you're reading more into these bug reports than is
really present. At least two of them are caused by hardware problems,
and with most of the others there isn't enough information to say
what's really wrong.

It's impossible to tell what's going on here. The report contains
submissions from about 5 different people, each presenting a different
problem and with no detailed logging or debugging.

This report is in the same state as the previous one.

This one is in better shape. Apparently the USB key isn't fully
compatible with the computer's high-speed controller. It works okay on
another computer that doesn't have high speed, and it works okay when
attached through a full-speed hub.

This bug is easy to analyze because there's only one person
reporting problems and he provided a detailed usbmon log. The
fingerprint reader includes a builtin hub, and that hub crashes every
time the system tries to resume port 1.

The reporter for this bug says that the problem has been getting worse.
It could be degradation of the hardware or it could be caused by
changes in the ehci-hcd driver. It would be interesting to see if the
device still works properly with an older kernel. If it does then this
would be a good candidate for bisection, assuming you can get the user
to do it.
