I'll let Alan Stern answer that.  At one point the answer was "no",
but root hub behavior has changed since then.

(That's ignoring the obvious difference of being able to selectively
enable autosuspend.  And by the way, if you turn this off ... I sure
hope you're putting a device database in place which can turn it back
on for devices for which USB suspend is known to work!)
