See if Windows will work with the DVD drives.  If it can't, return the 
enclosure.

See if replacing the USB cable makes any difference.

Make sure you plug it into a rear USB port, one directly on the 
motherboard, instead of one at the front of the computer case.

Put the hard disk back in the enclosure and see if it's still working.
