Some people discussed this a while ago.  Someone from Corel started to
work on some tools that would do something like this, but I haven't
heard anything about it in a long time.

I agree tools like this would be nice, but since any USB device has to
also work under W2000 to get USB certified, spending the time developing
identical tools on Linux would take quite a bit of effort.  It would be
a great promotional tool, but there are some other areas of Linux USB
development that could also use that effort.
