If you look at the developer area on http://www.usb.org, you will find the file that describes how power devices are meant to be handled. Linux supports this type of device using the raw HID interface (aka hiddev) and user space applications like NUT (http://www.exploits.org/nut) or apcupsd, and probably others I don't know about. So you need to make sure your kernel has hiddev support, and then download a user space package (or write your own) to talk to the hiddev interface.
