What I am trying to devise is a virtual HUB or a Gateway that will allow a
PC to see devices connected to its own USB hub.

The setup may look like

PC (USB 2.0 EHCI) --USB 2.0 BUS--> SBC (USB 1.1 OHCI)-|--USB--> Device 1
                                                      |
                                                      |--USB--> Device 2
                                                      |
                                                      |--USB--> Device 3
                                                      |   ......
                                                      |--USB--> Device n

I want to have data transfers between Devices 1,2,3 etc. in absence of the
host PC. In this case
my SBC will be the host controller.
However when the SBC is connected to the PC, I want the PC to see the
Devices 1,2,3 etc as if connected to itself ie. in this case I want my SBC
to act as a sort of hub .
In this case it should not act like a host controller.So i just wanted to
know whether it is possible to acheive such type of a configuration.
