Thanks Greg. It is working. Two side questions:
If I plug enough same device in the USB port, would usbserial driver automatically claim it?. I only have a device now. I couldn't test it out.
Also, this device (modem) support up to 2.4Mbps baud rate. Does linux ppp support such a high speed USB modem for dial up? The manufacturor said windows2000 dial up supports this speed.

As per the documentation (you did read Documentation/usb/usb-serial.txt,
right? :) it's:
insmod usbserial vendor=0x05c6 product=0x3197
