Yes, but not without some additional hardware.

That depends entirely on what you are trying to do. If you want to "browse" in 
windows, you need Samba (http://www.samba.org). Otherwise a web server, ftp 
server, rsync server or scp may be appropriate.

In terms of hardware, if you just want to exchange files, I recommend getting 
two USB to ethernet adapters and a ethernet hub or cross-over cable. 

You may have success with some kinds of usb host to usb host cables, but I 
haven't tried it with Windows, and you will likely need the right cable type 
(eg the NetChip 1080 and Belkin / eTEK designs work, but others probably 
won't).
