Yes, both writes are succeeding.  I don't have a jig or anything to
actually verify the serial output.  The only thing I have is the
actual serial device spitting out a "Command too long" error.

Unknown.  I'll research this more.  How long of a delay is getting
inserted here?  Certainly not very much by serial standards.  I would
have a hard time believing that the serial device is aware of the two
writes.  My guess is that there are extra padding bits getting placed
somewhere.
