If you want to low-level-format a usb floppy disk, you have to send a usb format command to the usb floppy drive. All formatting is then done by the floppy, just like e.g. a scsi harddisk (which work really similar to a usb floppy). You IMHO don't have any control about the process of formatting the disk at all. And currently the linux driver doesn't even support formatting at all, since the usb layer does not implement the necessary ioctls. This has been discussed some weeks ago on this list in detail.
