Does the machine boot? Is the mouse detected (boot messages, copy of /proc/bus/usb/devices)? Does it not work in X? I suggest that you look at the somewhat obsolete documentation in the Linux USB guide (linked off http://www.linux-usb.org) and try to tell us what you are trying to do, what you have already tried, and _exactly_ what results you achieved (error messages, observed behaviour).
