David Brownell (and some other authors) have driver called usbnet that 
supports many of the existing "usb host to usb host" cables. They don't 
provide a "file transfer" capability, but they do provide an ethernet type 
device that you can use to transfer IP packets, and hence use higher level 
protocols such as ftp, scp or rsync.

The usbnet driver can be expanded to include new devices, if they aren't 
already supported. Unless you have a device in mind, I'm not sure if this is 
a suitable goal for you. You could also work on improving the existing 
drivers for some of the cables which are less-well supported. 

Also, you might like to work on providing a "file transfer" type capability 
that basically automatically sets everything up when you plug in the cable. 
That could be done using the existing hotplug capabilities in userspace.
