First of all, I very much appreciate all assistance on this matter.  Please 
accept my thanks for it.

I'm absolutely thrilled to announce that I appear to have resolved this 
entire issue on my one week old 8250 machine to have both ps2 keyboard and 
usb mouse working at the same time.  I made a series of changes to resolve 
it and as such cannot be sure of which one change made the difference.  
Nevertheless, here is what I did.

PERIPHERALS
- dell branded logitech mouse (usb)
- dell keyboard (ps2)

BIOS OPTIONS
- mouse port off
- usb emulation off
- usb controller on

BUILT INTO KERNEL (vanilla 2.4.20)
-support for usb
        - usb verbose debug messages
        - preliminary usb device filesystem
        - ehci
        - uhci
        - ohci
        - usb hid support
                - hid input layer support
- input core support
        - keyboard support
        - mouse support
        - event interface support

Now, I realise that many of these are not contributing to the solution but 
I'm just being explicit in what's included and excluded.  With these 
settings I'm quite confident that the issue should be resolved with all 
similar machines.

If you wish to ask for further settings or help I'd be glad to provide it.  
Kindly let me know how you get on if you are dealing with the same issue.
