After I constructed that first email, I went back to 2.4.20.  Checking
/proc/interrupts again shows:

I think this looks a bit more reasonable.  It might be that there was
something about the move forward to 2.5.X that I didn't get accomplished
quite right - I did check all the min versions on software, and the
only thing I didn't have per the docs was iproute2.  Everything else
met or exceeded the requirements in Changes.txt
