This problem is grossly underdefined.
Are you trying to use a USB-host to USB-host cable (with special electronics)? 
Or are you trying to plug in your special device to a standard host? In 
either case, Dave Brownell's usbnet driver will help.
Note that you can NOT just use a straight through USB cable to connect two 
hosts together.

You can run IP over the usbnet driver. Then you have access to the full set of 
IP based protocols, including file transfers using ftp, scp, and rsync.
