The specification is a set of usage pages [1] for the USB Human Interface 
Device class [2].

Writing a HID parser is gross. I'd suggest that (on Linux) you access it 
through the hiddev interface. Unfortunately there isn't many examples of 
hiddev usage. 

I'm not proficient with other USB stacks, although I believe that the BSD guys 
have comparable functionality.

Someone did some work on this previously. Perhaps Flavio Stanchina?
