I would think so.  Can you try another 16Mb card?  Do you have any other
way of formatting it that you can try?

It might just possibly be worth trying an upgraded kernel and module
set, but if you are having no trouble with the 8Mb card it seems to me
that the cause isn't likely to be the software.
