I tried a Belkin PCI USB2.0 hub (it has two USB2.0 interfaces and a
USB1.1 interface) with very poor results, but YMMV.

Interesting. If you look at the "Interrupt" lines, most of them
aren't apparently routed anywhere. That can't be good. I wonder if
you might need to do something about that with your BIOS setup. The
output from my desk machine is below for comparison. Also there are a
lot of "unknown device" messages, which I don't think is good either.
You might be able to do something about that but we need someone with
deeper knowledge to tell us what and how...
