You could try to unload the host controller driver (uhci, usb-uhci, ehci-hcd or ohci, whatever your controller is), at least for my Elsa Microlink, this shuts down the modem. The Alcor hub stays on, though. YMMV. (and of course you cannot be using any other device on the USB then either...)
