The EHCI controller will only talk to USB2 devices. The card will have
either OHCI or UHCI built in to talk to USB1 devices attached to the same
ports, so you need to load whatever of those is appropriate. You can
usually tell with;

lspci -vvv | grep HCI

(That will also show Firewire host controllers but you don't seem to have
any)
