Lots of people, including me, have had problems with the PL-2303. I sent a bug report to this list on November 7th but got no replies. You might have better luck on the linux-usb-devel list. My take is that the PL-2303 is just broken under Linux right now. I'd look for another USB-to-serial adapter with better Linux drivers.
