It's possible. Part of the capabilities of a hub is to control power, although some USB hubs are what is called ganged power switching, but those are relatively rare as far as I've seen. The only problem is there is no way to tell the hub driver to remove power from a port right now. One could do it behind the back of the hub driver, but I don't think that would be a good idea, but I would have to take a look at the code to make sure.
