I had very similar problems with all kernels 2.4.18 to 2.4.23 and VIA chipsets (and not just with ehci). Eventually I gave up with USB and 2.4.xx altogether. I had some success with 2.6.0-test5 but ran into other problems (not related to USB) some of which were scary, so then I gave up with that too until they get it sorted out. From what I can see on this List the later 2.6.0-test kernels offer no improvement and may possibly be worse.
