This is wrong.

The 'a', 'b', 'c', etc. is used to select which _disk_.  The letters are
handed out in enumeration/detection order.  The number indicates the
partition.

Thus, /dev/sda1 is the first partition on the first detected disk
(regardless of what BUS that disk is on).
