It could mean that the USB controller on your computer isn't working 
right...

The over-current _status_ indicator is supposed to say when the device
plugged into a particular USB port is drawing too much current.  The
over-current _change_ indicator gets set whenever the over-current status
changes (either turns on or turns off).

If you have nothing plugged into port 2 and you're still getting those
over-current change messages, it's a pretty clear sign either that your
USB controller is setting bits it shouldn't or else the wiring on your 
motherboard is messed up.
