There is no such cable or adapter at all, cheap or otherwise.  A USB 
master simply cannot be made to appear as a slave.  Surprisingly enough, 
under some circumstances a slave _can_ be made to act as a master; that's 
what USB OTG (On The Go) does.

On the other hand, it is possible to buy USB device (slave) hardware that 
will work in your PC and is supported by Linux.  For example, look at

        http://www.netchip.com

I don't know if the price will fall in your range.  It's got to be more 
expensive than just buying a USB keyboard.
