I believe Legacy USB support is meant for use with operating systems
that don't have USB drivers.  It uses BIOS tricks to make USB keyboards
and mice look like older hardware.

It can be useful if you have only a USB keyboard and need to use DOS or
to enter options for your boot loader.  It can also cause problems in
cases where the BIOS doesn't recognize that a real USB driver has taken
control.
