It can go up higher, but 1.2M is very close the the absolute maximum. A bit to close for me, are you sure the measurement is correct? Are you using the same kind of data and connection?
If it really is such a difference the usbserial driver might not be optimized for such high speeds (such as issuing multiple urbs).
