There are a few exceptions that conform to the ACM protocol. Some examples are provided in the text file acm.txt in the Documentation/usb tree of the kernel sources. There is also a file there called usb-serial.txt that discusses usb serial port adapters as well. I have a Belkin usb serial port and use it frequently for programming routers. But it could also easily be used to control an external modem.
If your applications are for a notebook then many PCMCIA modems are also supported. I use a Diamond PCMCIA 56K modem when I need it on my notebook. Hope it will be of some help.
